Health Coverage Tax Credit for Florida Health Insurance

Health Plan Overview

The Health Coverage Tax Credit (HCTC) is a partnership of the federal government, state government and health plans. The HCTC program can assist with nearly two-thirds of eligible individuals' health plan premiums. The federal government works with health plans to provide qualified coverage options for eligible individuals.

Blue Cross and Blue Shield of Florida is designated as the Health Coverage Tax Credit (HCTC) qualified carrier for the state of Florida. We are pleased to be able to offer eligible individuals health care coverage under BlueChoice*.

Once you have reviewed the information and determined which deductible option best suits your needs, you will be ready to begin the application process.

Who is eligible...
The HCTC is a federal tax credit established by the Trade Act of 2002 to assist the following groups of people - if you fit into one of these groups you may be eligible to receive the credit:
  • TRA Recipients: People who receive a Trade Readjustment Allowance (TRA) under the Trade Adjustment Assistance (TAA) program. This group includes people who are eligible for a TRA but have not used up their unemployment insurance (UI) benefits.
  • Alternative Trade Adjustment Assistance (ATAA) Benefit Recipients: People who are at least 50 years of age who receive a certain percentage of the wage differential between the wages of their previous, adversely affected employment and their new full-time employment. Other criteria may apply. If you register for the tax credit under TRA and then become a participant in ATAA, you must re-register and re-qualify for the HCTC.
  • Pension Benefit Recipients of the PBGC: People who are at least 55 years old and receive pension benefits from the Pension Benefit Guaranty Corporation (PBGC), or who received a lump sum payment from the PBGC after August 5, 2002. You may also qualify if you are at least 55 years old and you currently receive PBGC benefits as a survivor, a beneficiary, or as an alternate payee under a qualified domestic relations order.
